Overview:

Capital TechSearch is hiring Master Schedulers.

You are a subject matter expert in major federal IT investments, including Integrated Master Schedule, WBS, EVM, PMB and governance. You are the goto expert for Microsoft Project and critical path analysis.

Responsibilities

  • Participates on a team of employees to manage the acquisition and implementation of a major Federal IT project
  • Creates a Work Breakdown Structure (WBS) and uses it to create and maintain a complex Integrate Master Schedule in MS Project 2007 with Project Server 2007
  • Uses generally accepted best scheduling practices
  • Works with inexperienced stakeholders to identify detailed tasks, durations, dependencies, and resources to build the schedule
  • Builds “dynamic” project schedule with minimum task constraints
  • Performs Critical Path Analyses (CPA)
  • Performs both Pre-Award and Post-Award Integrated Baseline Reviews (IBR) to help ensure the IMS (and overall program plan) is thorough, complete, and realistic
  • Performs manual resource leveling and Resource Critical Path Analysis
  • Implements Earned Value Management (EVM) in accordance with client requirements and ANSI/EIA Standard 748, including identification of EV methods for individual work packages, alignment with the Spend Plan, and tracking EVM metrics for this multi-contractor program
  • Establishes schedule baseline and Performance Measurement Baseline (PMB)
  • Documents and manages the schedule progress update and modifications process
  • Documents, analyzes, and reports on contractor EVM reporting.
  • Prepares the client for quarterly control reviews of EVM and project data
  • Analyzes contractor schedule for best practices in dynamic scheduling and potential “hiding” of problems
  • Assesses schedule performance and advises the team and client on status and preventive/corrective actions required
  • Tracks actual vs. planned/forecast vs. baseline

Qualifications

Required Skills:

  • 8 years total experience
  • 5 years of MS Project-based scheduling experience.
  • Bachelor’s Degree or four (4) additional years experience is required (Or Associate’s Degree plus two (2) years)
  • Ability to pass client security clearance requirements

Desired Skills:

  • Strong consulting (4+ years consulting experience), writing, and client handling skills
  • Prior experience using a deliverable oriented WBS to create project schedules.
  • Prior experience in creating and maintaining MS Project 2007 schedules in excess of 1500 tasks with external dependencies
  • Strong oral and written communication skills and the ability to present a polished, professional, and diplomatic image to clients
  • Strong analytical skills – assertive and inquisitive manner that allows the individual to take indirectly related and orally communicated information and transform it into actionable information (e.g., a project schedule)
  • Expert skill with MS Project Professional 2007
  • Experience with MS Project Server 2007
  • Experience with Deltek COBRA a plus
  • Experience scheduling for federal government programs
  • International Institute of Learning (IIL) “Orange Belt” or higher certification on Microsoft Project 2007
  • PMI certification (PMP, CAPM, or PMI-SP) a real plus, but not required
  • Experience with scheduling in an Agile environment a plus
